They must have been entirely Jewish at some point, but I don't think they are now. This sounds like if a chapter happens to be entirely Jewish, it's due to the members in that chapter, not National HQ.

Seems like at least half of the retro recruitment stories have had an odd tangent go off in the middle.

I think of it as just talking amongst ourselves at intermission between acts of the main drama.
