When you have noisy neighbors for almost a year the understanding flies out the door. They know we don't like the noise but sometimes they seem to make noise just to piss us off. Just wait til the night they make noise and they don't stop after I bang the ceiling. They will hear a cop knocking on their door with a noise complaint. If they are going to be noisy during they day I will make sure to make just as much noise back like turning the tv for revenge. They won't be civil about it neither will I.
