adele, first you will need to contact the greek life office at your college and see if the campus is opening up for expansion.
if they aren't, then you could just participate in the upcoming fall recruitment with the existing sororities or try to start a local sorority. there is a forum on greekchat specifically for local greeks-they could best advise you on how to start a local on your campus.
are you an initiated member of zeta tau alpha or someone interested in bringing a zeta chapter to your campus?
