In some cultures, facial tattoos are a sacred thing. I know Polynesian groups often tattoo designs relating to their family and lineage on their faces. Not sure if that's the case with Umaga, but still.

I don't think the tatoo itself is illegal, haha. I mis-spoke myself... (mis-typed myself?)
I'm kind of postive, though, that it is illegal to tatoo someones face ... or atleast too close to the eyes, probably because if you hit a nerve or something you could cause permanent eye damage...
Although - that might just be a rumor that someone nailed into my head as a yougin'
