NPC allows for you to have other chapters and alums present for your recruitment, but you must be VERY clear that those folks aren't active members of your group via their nametags and such. While this may seem misleading, having other chapters come also promotes you as a national organization, and how you have other sisters all over the place. You need to focus on these benefits, along with the opportunities that are available for leadership and to make a difference with your smaller chapter.
Also, some groups decide NOT to participate in formal recruitment, and instead, have their own informal recruitment after the formal recruitment period. I don't know how well this works, but I have heard it takes the pressure off of the smaller chapter.
