Wearing shorts/t-shirts/sandals in the winter

I don't think it's always a class thing, I see this in almost every type of neighborhood.

I am almost always hot so, yes, I often wear t-shirts in the winter time. And, when I was in college, I used to wear sandals until it was too cold to do so. However, I have never worn shorts in the winter.
