I think that it is good to go to COB after formal rush even after being cut because it shows the sorority that you are interested. One of my friends went through formal rush and was rejected while all of the girls on her floor got bids. There was no COB so a year later she went through formal rush again and got a bid from the sorority that all of her friends had pledged a year earlier. It was definitely worth all the effort.
