Oops, I mean ten years ago. Sorry, missed by like 5 yrs. Anyway, I think the reason why they do not have locals is because it is almost impossible to record every locals out there. By just concentrating on nationals is easier.
I do agree then they need to update the info more frequently then every 10 yrs. A lot of the info in the book are pretty much outdated. Every two years seems to be workable. Just like most manuals are updated every two years.
