On an animal board, someone had this problem. It was suggested that the owner spend a day or two petting the dog as if she was being combed, but just use your hand. After the dog is calm enough to be petted, then "pet" her with the comb. She should take to the comb soon afterwards.

Another method is to hold dog down, then brush with cooing, loving words. Turn dog over, repeat. Stand dog up, and fluff. Make sure you save a VERY special treat for these days, and reward appropriately.
