That's probably just speculation. The bio on Randy on hbo.com says this about him:
Having lost his mother to the streets at a young age and

Could be Prop Joe, which would make them cousins or could be Cheese is the father. Of course it also could be that Cheese's unknown father was a player and also Randy's father. Who knows!! (unless you have seen the last episodes and if so, PLEASE do not share!!)
All we know so far is that his last name is Wagstaff like Cheese (don't know if they have given Prop Joe's last name)
