I should clarify that even though we have tons and tons of ladies who go through recruitment, many can't come back in January because they don't meet the GPA requirements (it's sad, but a lot really can't make the cut!) A few decide they don't want to come back early from break, and some realize it's not for them. So the numbers aren't as bad as they are originally during 19 Party. However, at least one rho gamma last year didn't have a single girl go through to pref. That's really scary.
Also, IU's recruitment isn't necessarily deferred, even though this year the 19 party is a month later than last year's. One of the main reasons they hold off on the inivites is to weed out low GPAs. But we're still considered a fall rush by most people.
Oh, I forgot to mention that many girls don't get bids because they were cut from their "favorite" house and decided to drop last minute. Also, because the Greek scene is so huge, many of us know people in sororities already, and some pick their "favorite" and refuse to list or consider any others.
