I'm pretty sure that both parents are of mixed race and the twins are fraternal. Just like two kids can have radically different skin colors, two twins can too

From the article: Mom is of Jamaican/English heritage (racially mixed) and dad is German (doesn't say)

Light baby has dark eyes so definately not albinism

As an aside, I was wondering if cases like this are going to become more common due to the increase in number of fraternal twins being born as well as the increased number of multiracial couples...
