We wore them for all rush events (and some other events where alums were there) and we kept the same nametag the entire time we were in the sorority. That way, only the new members had to pay for a name tag each year. This is still they way they do it and I still have my old nametag!
Maybe something to think about for fall rush... Check around for a badge company. And I don't think it's too much to ask for each member to pay for her own nametag...don't take it out of your rush budget.
GammaPhiBabe has a really good idea! My chapter does about the same thing. We have a very simple black nametag with our name engraved on it and our chapter name underneath. We wear it during pref ceremonies and during things like Founders' Day where alumnae will be present. Not only does it look very nice with our dresses during pref, but it is relatively inexpensive because you can use it over and over. It also helps your rush committees save time because that's one less arts and crafts chore they have to do each year for pref. Homemade nametags can take a LONG time to do, especially when you have big chapters!
