Believe it or not, soror, it exists.
I know it's hard to believe, but I do recall seeing the UGA Kappas (Zeta Iota) put on an excellent show at the NPHC FaceOff in either 2002 or 2003. I was actually upset that they lost because they really,
really stepped as well as caned that year.
But to answer the question, I think the Alphas and Sigmas are tied for stepping the best. Both frats step with great precision and enthusiasm, and then they still have room for a little comedy. With both groups, I also can generalize instead of just name a specific chapter or two.
