If she's interested, just try and get all the recommendations you can and go for it. Recs are important because it's a sister introducing a PNM to a chapter, so they're valued even if they're from friends-of-friends. It's great to know someone personally from each chapter, but that's usually not the case and a lot of chapters are forgiving about that.
If all else fails, going through recruitment is a great way to meet a ton of new people at a school--good luck!
