I'm sure you have already solved this but I have a few ideas that worked for me when I was RM:
Have a risk management sisterhood with a speaker from planned parenthood or Campus security.
Put together "safe sex packs" even if sisters are not sexually active you can still give them one maybe they can pass it along to someone else.
Have a RM workshop and inform all the sisters the right way to PM or DD the correct way and you can trouble shoot problems. Have everyone bring food and bevs.
There are a boat load of things to do just be creative. Think about all the risk there are on college campuses and off and try to inform the girls about them.

Our RM did this a few years ago...Or something like it. It was more like a "Ball Survival Kit". There were asprin, a condom, bandaids, gum, and a whole bunch of other things I cant think of off the top of my head.
We also have like, a "Party Moniter" system...which I can easily find if you want me to send it your way.
the iota gamma risk management chair did a fantastic presentation during our last meeting, regarding summer saftey. she did a power point presentation that covered things from (now let me see if i can remember some of them) sun protection, alcohol cunsumption (designating a sober driver & to watch out for drugging), i think she covered mosquitos, and a whole bunch of other things. it was so cute, but definitely a great thing to share with the chapter!!
