My take on the situation:
The Jonger is looking for an excuse to provoke us to fight back, so he can send his million-man army south of the DMZ. Appeasement will NOT work on the SOB. (Peace in our time...?) Remember that technically, Korea is still in a state of war - they've only had a 50+ year armistice.
I wouldn't be surprised if we've got a fast-attack sub cruising under the sea of Japan waiting for the order to hose off a few Tomahawks.
