I forgot to add that my mom did find a solution. She got a few custom-made pieces. Chinese-made fabric is really cheap (imported stuff is another story), and the seamstresses are very affordable and most do very good work. My mom got black dress pants made for about $12 each (fabric and labor). So maybe everyone should go out and befriend a Chinese international student, and when she goes home for break, have her take your measurements with her.
