I believe most (if not all) NPCs wear their badges with AT LEAST business casual or nicer and on the left side, over the heart.
I actually had a DZ point out to me that if you put your right thumb on that little dip in the bone under your neck (I'm sure there's a medical term for it, but I don't remember it) and make a right angle with your thumb & pinky, your pinky lands right where your badge should be. It's a good guide for new members.
