I must have some part of that rule wrong - maybe medal in two Olympics in a row? I know that medaling in one year affects how many a country can send to the next Olympics. So far, I've found:

Michelle Kwan (dropped, replaced by)

So, I was somewhat wrong. The USFSA rules are too long to read at work!
