The classic "Catch 22" for TV stations who build their reputation around News.
You get panned by the press and audience when you pre-empt regular programs, and by the same if you don't.
Most will always err on the side of carrying the news coverage.
(And actually, the local affilliate may not have a choice. If that's what the network is sending, that's what they have available to air)
