Actually there IS a limit to how many you can invite depending on your chapter's overall rushing strength. In the new system, the strongest chapters are required to release quite heavily in the early rounds. But I believe there are other threads that discuss this subject in length.
Agreed ... the process is one of mutual selection. But chapter strategies on how to make such quick decisions vary.
