If you are still interested in the chapter, perhaps you could chat with one of your friends who is a brother and let him know your interest. This way he can be your advocate during rush.
And for what it is worth, most fraternity chapters do not have a restriction (quota or total) on the number of members unless it is chapter or school imposed.
