This depends on how confrontational that you are willing to be but should get the point across.
1. Explain what you are going to do up front so that they cannot claim that they didn't know. Her hot temper, her school and work schedules are not your problem. If she can't babysit her bf then she needs to quite working so much so she has time for him.
2. Your roomate is responsible for her bf's conduct while in your home, you must hold her responsible.
3. If he leaves dirty cups on the table, put them in her bed.
4. If he leaves a half eaten food on your table, dump it in her bed.
5. They need to keep the dog in her room since is smells up the rest of the apt. This will also insure the dogs safety since you will have a bowl of anti freeze on the floor in your room that should the dog drink it, he would die.
6. If you do not have the stomach for #5. If the dog begins barking, put it outside. If it runs off the jerk can go chase it.
7. If he leaves 'a load' in the commode, fish it out and put it in her bed.
8. If he breaks something her rent needs to go up for the month.
9. Put your food away. If you see him eating it, charge him for it. If he won't pay, bill her for it as part of the rent, see #8.
The important thing is that everyone be accountable for their actions. Since you have no control over him, and she invites him into the apt, then she is accepting the responsibility.
As far as his comments go. There is not much you can do if they are true. If your other roomate has an 'interesting' past then that is a decision that she made and she will have to live with it for the rest of her life. We all have choices. Frequently the wrong one is easier or more fun and we choose it. There are ramifications to exercising bad judgement. It is part of growing up. I hope that she had not been dishonest to her bf about it or it may have come as a surprise to him, but she shouldn't lie or be deceitful.
