Because they want their kids to like them, and they think, if it can be called thinking, that if they discipline their kids the way they ought (which doesn't have to include corporal punishment, but does have to include firmness, predictability and assertion of control), then their kids will think they are mean and won't like them.
Funny how they eventually figure out (if the kid is lucky) that kids really
want their parents to be in charge. Control is a pretty scary thing for a 4-year-old to have to be saddled with.
