This is by far not a dumb question. The cost of a horse does depend on all of the factors you mentioned above. Horses can range anywhere between $300.00 (from a slaughter auction) to $25,000 (a former racer or show horse that has been trained to do any and everything). The more intricate the breeding of the horse, the more you will pay for it because the breeding determines the horse's temperment and abilities. A good range in price for a first horse would be between $800 - $1,000. Anything less expensive than that probably has some problems and will need more work than an average person would be willing to put into a new horse.

You can buy a horse almost anywhere in the country. Nowadays, with the internet, people purchase horses from any number of services and go and get them or have them sent to the owner's location. This is not a good idea, however, since a buyer shoud definitely meet the horse in person and ride it a few times to see if the two are a good match before you buy it. This is, of course, if you are buying a horse to ride it. If you are buying a companion horse, that's different, but you should still see it in person so that you can see how it acts and what its temperment is. If you are in an area of the country known for horse breeding, like Texas for example, that's even better because the selection in infinite!! The midwest is also good, like Wisconsin. Other than that, you should be able to get one wherever you are if you really want one.
