Nothing unethical about it at all. If they were employees who were being "fired," as the tag for this thread said, it might indeed be unethical.
But these are representatives of the Administration on a commission, not employees. I assume that the members of the Commission serve at the pleasure of the President, or that their terms are expiring and the President is choosing not to re-appoint them.
