This criteria would put Delta Zeta and Gamma Phi Beta in "the lead" with Alpha Omicron Pi close behind along with Phi Mu, Alpha Gamma Delta, Alpha Sigma Alpha, Sigma Kappa, Sigma Sigma Sigma, and Alpha Sigma Tau. But, again, this is only one factor....

Just a few slight corrections:
Delta Zeta @ U of North Texas closed a few years back.. I think around 2000? I'm not exactly sure, but unfortunately they are no longer on our campus.

Delta Phi Epsilon has a chapter @ Texas A&M University Kingsville in addition to UIW

Theta Phi Alpha also has a chapter @ Texas A&M University Kingsville.

You're right on the money when you mentioned UNT as being one of the aspiring "flagship" schools. I believe the Panhellenic council there is hoping to expand soon, but I'm not sure when. GC'er Lyrica9 would probably have more info on that. The sorority row is BEAUTIFUL! Last I heard the school administration is looking to do a lot of "branding" type things to get UNT's name out there in the mind's of future college students.
