Numbers down

I am rush chairman for my fraternity at a liberal arts college in WI. I pledged in FA03 with a class of 15 at a 2000 student college. At the time we had about 20-25 actives. There are only 2 fraternities on campus and 4 sororities on campus. Since I pledged, we've taken classes of 3 (SP04), 2 (FA04), and this sem. we only had one interested person.

It seems like sorority numbers are up, but both of the fraternities have lower numbers this year. Is anyone else running into this problem. Does anyone have suggestions for getting a bigger class? Keep in mind, the higher-ups at my school are not very supportive of greek life.
