Most of my chapter's bid day shirts were inoffensive for certain ("One of a Kind," "There's No Place Like Home," "What a Woman")... but, then again, I can't think of any bid day shirts at UGA that could be considered offensive at all.
My chapter did the "Ever wonder if you pledged the right house? We don't!" shirt for recruitment my sophomore year, and I never heard anyone on campus say anything negative about it. Most of my non-Greek friends thought it was cute, and none of the other Greeks brought it up as an issue.
I think recruitment shirts are made for the purpose of instilling spirit, so you can get away with slogans some might consider snarky. On the other hand, bid day is a celebration, not a time to make others feel badly for not being chosen. Those "snarky" slogans, though, are pretty appropriate for competition events, like Derby Days, Greek Week, and even Recruitment.
