We had the same thing on our campus with ATO and Phi Delt, but not because they were new. Both were having hard times and making poor recruitment choices. So the university made them live together. All but one fraternity lives on campus so we pay rent to the university and if we can't fill up the pod then we have to pay for the unused beds. Phi Delts weren't able to survive and now are off campus. Hopefully the ATOs make a come back.
