If I were in charge of standards, I would hold them accountable for things like public drunkenness (sp?) during an official exchange or SK function. I would not have to expel them for posing in Playboy b/c it is not up to the individual person to decide if they can be expelled or not. It's a chapter & advisors decision. I would not expel them for removing their clothes in a movie b/c I highly doubt that they would be wearing their letters during the making of the movie. However, at that level, it would be up to HQ & not the chapter.
Drug & alcohol use is not a reason for expulsion. One would hope that her fellow sisters would care enough to help the sister to recover from these addictions.
As for shacking, that is really a private matter that is no one elses business but the lady in question. However, if she were to be doing that in the house when men are not allowed there especially after hours, she could and would be brought up to standards. You only get 3 chances before you are expelled.
