This is sad because these people are not necessarily falsely claiming to be Brothers, but are denied the right to do so because of the chapter they joined was either shutdown or failed to send in their paperwork.
Bottom line, you should be able to verify the membership of such people. They hopefully have membership cards, and you should be able to contact your National Office to verify their membership.

I'd be surprised at any chapter that didn't review membership documentation prior to letting someone join a chapter.

I carry my membership card with me at all time. It's so pretty.
