I was in the Kappa League in Nashville, TN and we had tutoring and some leadership conferences. We also were invited to some national Kappa Alpha Psi meetings and events and met the founders of the League. So I guess we were a combiation of both because we had the school stuff but we had motos, purposes, "frat" meetings, grips, para, and other things too.
