I think it means that, before fall rush even begins, a chapter can decide to extend party invites to girls who were cut after the first round. If the chapter doesn't notify the Pan. Assoc. before rush begins, the girls who got cut first round can't be invited back to that particular chapter's parties for the remainder of fall rush.
