You're both right. He was born in Corsica in 1769. France had annexed Corsica in 1768. It had previously been an Italian state. His family was Italian nobility.

He won some battles, but lost the "Napoleonic Wars".
I still maintain the last time the French could really claim victory in a war was the 100 years war. You might also be able to make an argument for WWI. The Germans did take most of France but they were held at the Seine.
