Why would they take out his sweat glands?

If I'm not mistaken dogs don't have sweat glands per se, they pant to get rid of excess heat, that's why when you're out with your dog and it is 90 degrees and 90% humidity you should pour cool/cold water on their bellies so they can cool off (large surface area from which water can evaporate to cool the blood, similar to putting cold water on your neck or wrists to cool off faster)
