Many of the free sites have page builders that you can use to build the site.
You can use MS Word (not recommeded, but do-able) or MS Front Page.
One of the best programs out there is by Adobe (GoLive) and many people like Dreamweaver.
You might want to check and see if your chapter can get server space at the University and they may offer web-design services at a discounted rate for student groups.
