The first rule of advising is to "ADVISE," and to let the chapter officers "DO." However, there are circumstances where the chapter is not following national/international policy of the sorority or NPC, and the advisory board must step in and firmly align the chapter with these policies. Otherwise the chapter runs the risk of being closed for not being in accordance with international bylaws and puts the overall organization at risk.
That being said, in this case it sounds like both the chapter president and chapter adviser may be taking their job a little too seriously, perhaps playing favorites? Perhaps there is another exec committee member, and another adviser that you can talk to?
I recommend you gather together sisters who feel like you, and that you write a concise letter to read your concerns at the next Exec Board meeting with all concerned parties present. Be specific-- names, dates and incidents, and your proposed resolutions.
The exec board is elected to represent the chapter. And as a "constituent," you have the right to be at this meeting and raise your concerns.
