I don't know. I think the other chapters are still capable of causing a lot of damage to that chapter. If it was left up to the chapter to do so, they could make it sound very positive while still maaking it clear that not all are members of the chapter. The other groups can, and probably would, spin it very negatively. I could see that making all the difference in the world.
