Your text is probably referring to a "Consent Decree." Such a decree is common in suits where the government has sued a company to enforce some type of compliance to the law/code. The defendant agrees or "consents" that they will stop the practice in question and by doing so, avoids further court proceedings. In this sense, consent simply means to agree upon an issue. Generally, a consent decree, once in place, cannot be appealed. This is a 25 cent definition to a hundred dollar question... Hope it helps.
