FRom what I have heard there is a WHOLE lot more. The punishment I had heard was a lot more severe, so perhaps they worked out a plan with the University.

EDITED TO ADD...
Pitt has on campus fraternities who lease the house. As of my sophomore year the Pitt police come around and inspect the houses. (they also walk through their parties!)
