The NPC "greek book" says that quota additions can be used if proper release figures are used by all chapters during formal recruitment. Quota addition is not supposed to be more than 5% of quota to any one chapter.

So with your example, assuming that release figures were used and quota addition is allowed, with 5% of quota of 8 would be .4. But since you can't have .4 of a person it would be rounded up to 1. Thus, quota addition would be 1 not three.

NOTE: if you look at the numbers, quota addition increases by 1 each time quota goes over a number divisible by 20 ...

1-20 - QA: 1
21-40 - QA: 2
41-60 - QA: 3
61-80 - QA: 4


There are also other restrictions when considering quota addition such as no PNM can be considered for quota addition if she did not attend all events for which she had room on her schedule. Nor can a PNM and chapter be forced matched.. in other words the PNM must be on the chapter's bid list and the chapter must have been listed on the PNM's preference card. Also, no one who makes a single intential preference should be considered for quota addition.
