They wouldn't take juniors or seniors if they didn't count towards their total? Its like free members. Say total is 200. If they can recruit 30 more juniors and seniors during informal rush, it doesn't count towards their Total.

All chapters have formal recruitment in the fall, but only three or so (out of ten) have spring rush, and even then they can be quite small or unpublicized events.
