Here are the answer to some of your questions:

1) The number of actives depends on the chapter. Our Nu colony has 3 actives because it was just recently founded. While our Alpha chapter has maybe 10 or 15 actives

2) Theta is neither Panhellenic or Pan-Hellenic. It is a reconginzed student organization and subjected to university and our National Board rules and regulations

3) Theta considers itself a service organization(but that doesn't mean we don't know how to party)

5) Our colors are Carolina Blue and Lavender

Hope this helps. If you are really interested in starting a chapter at your school, I urge you get in contact with our Director of Expansion. Her email address is on our National Website. Also our National Website is a valuable resource in getting a chapter started at your school
