First off, at your next meeting bring this up. Let the girls know it's important, WHY it's important, and that you expect them to be there. They may not realize how few girls are showing up.
Get a new social chair. Start spearheading all kinds of stuff -- different things, too. There're probably some fantastic ideas for mixers in a thread somewhere. Having a variety of events means that everyone's going to have something they absolutely love -- after all, the girl that loves powder puff might not be into getting dressed up for semi-formal.
Consider doing some sisters-only stuff, to renew your bond -- let the girls remember WHY they chose your org. and why it's so great to be in it!
