Eh, from what I remember, which could be way off, it is late, is that a snap bid and cob are different. snap bids are eligible for girls who have rushed through pref. if a house goes through its bid lists and still has not made quota it can (snap) bid a girl who has gone through pref but maybe was cross-cut/suicided/or possibly dropped them prior to pref.
The advisor guy said she was eligible for open house - which i think means COB.
maybe Barb could clear this up
