During my undergrad in IL they had to register every keg sold. You got a permit that was on the keg, and the location of where it was supposed to be. Thus, if the cops went to where it was supposed to be, and you weren't there...you were in trouble. If they came and it was where you said, and it was properly tagged..there really wasn't a problem..unless there was an uncontrolable crowd or something.
Also, my junior year in college they built a super-wal mart and the do sell kegs there also.
