Hazing and who to report it to?

This week, I saw hazing going on at a campus that involved 1 chapter of fraternity pledges. While it wasn’t physically hurtful hazing, it was embarrassment hazing. Who is best to report this to? The Fraternity and Sorority Life office? Their national headquarters? I feel if I report it to the chapter alumni it would be disregarded.
