To give that site the benefit of the doubt, it does appear to take verification very seriously. (After all, there are a million lists of "facts" that go around the Internet that no one ever bothers to verify.) For quite a few things the site cited code, and they have a nice "pay for verification" system.
But it did say they were quite backed up - it is entirely possible someone has sent them verification information and it simply hasn't been added yet. That said, I'll believe in the law when the do that, but like 33girl said, it's unlikely anyone is going to care to enforce it, or that if they tried, the law would stand up in court. I think these rumors are a great excuse for complacency on the part of the schools - as long as the students don't question why they don't have houses, they don't have to do anything about it.
